This may be a strategy that the player wants to follow for special games with special ticket purchases or in low attendance situations. The player must be careful using this strategy because in many situations, the size of the prize is tied to card sales. The player doesn't want to spend more on card purchases than she can hope to win. If she is playing free bingo, then she doesn't have to worry about the cost.
